The National Information Centre is one of the centres
of the Higher Council of Science and Technology. It was established
in 1993 to take the responsibility of developing and managing
a national information system
OBJECTIVES :
- to establish and manage an integrated National
Information System (NIS) at the national level, linking the various
information centres in the public and the private sectors and
coordinating their efforts in (processing) inputting data/information
to facilitate the provision , accessibility and exchange of integrated,
comprehensive and timely information.
- to identify various sources of information and
coordinate their efforts to unify concepts and attain information
complementarity.
- to develop data processing of information for
preservation , easy access , retrieval and exchange
NATIONAL INFORMATION SYSTEM
- A distributed information system at the national
level linking information generating centres in the public and
private sectors
- Homogeneous information generating centres operate
together under one subnetwork
- Subnetworks are linked together by way of the
focal point where information is accessed, retrieved and exchanged
Functions of NIC
- Management of a national information system
- Coordination:
to facilitate access, retrieval and exchange of information, NIC
coordinates sources of information and standardize information
coding systems
- Standardization:
NIC standardizes procedures of information
processing to comply with the needs of the national information
network
- Software Development:
Develops software to concur with local development needs in informatics
- Training:
one of the main functions of NIC.
- Establishing Databases:
NIC creates databases consistent with
the needs of information systems development
- Awareness Programs:
NIC spreads informatic awareness through publishing booklets and
holding workshops
- Consultancy:
NIC provides the public and private sectors with consultant service
to develop information systems and technology in accordance with
the latest developments in this area
- Surveys & Studies:
NIC conducts studies and surveys to promote and develop systems
of information sources within the framework of the national information
system
- Information Services & the Internet:
NIC is the main national node for Internet
services in Jordan. In addition to providing Internet connections
to the public sector NIC provides referral information services
users of the national information system
- Publications:
NIC issues various publications , a periodic
newsletter and the annual report, including guides and manuals
for the national information system
Also,
NIC is the main national node for Internet services
in Jordan. It is also the top level domain administrator for the
jo domain. In this capacity, it administers the second level domains
gov.jo; edu.jo; org.jo; net.jo ;
NIC gives full Internet connectivity
to the government sector only. Services include dial-up on hourly
, monthly or yearly basis and through leased lines at 14.4 and
128 bandwidth
The Structure of the National Information System (NIS)
The National Information Centre will be responsible for establishing the NIS. Various information centres in the private and public sectors will be encouraged to join the NIS by using the standards set forth by the NIC for the processing and exchange of information.
The main network will be divided into sub-networks. Each sub-network will incorporate local area networks that deal with the same subject matter. The outcome will be 17 sub-networks that process information in subjects like health, agriculture, education, economics, science and technology and so on. To transfer and exchange data readily, each sub-network will be accessed from one central point. The Centre will act as a referal point and therefore will refer users to the information required , each according to his or her need.
Responsibilities of NIC
The main responsibilty of NIC is the technical management of the National Information System.
Other responsibilities include :
- onducting surveys to study the information needs of information users and determine the requirements and strategies that are necessary to implement the project successfully.
- organise and coordinate the processing of information in various information centres in the public sector.
- standardise procedures of data collection and processing for easier accessabilty.
- software development.
- promote and enhance awareness in the implementetion of information standards, procedures and utilisation.
- organise training courses to propagate effectiveness and efficiency at the data inputting level.
- provide consultancy service .
- deliver information services and searches.
